West Virginia · WV Tax Division · Used for tax years 2026

West Virginia Schedule RBIC calculates the Historic Rehabilitated Buildings Investment Credit against personal income tax or corporation net income tax. It reports qualified rehabilitation expenditures, available and allowed credits, and amounts carried back or forward.

Who files this form

Schedule RBIC is used to claim the West Virginia Historic Rehabilitated Buildings Investment Credit.

Eligibility is limited to taxpayers who make qualified rehabilitation expenditures on income-producing properties in West Virginia on or after June 6, 1990, and receive National Park Service certification for those expenditures.

To claim the credit, you must also qualify for the Federal Certified Historic Structures Credit. The project requires review by the West Virginia Department of Culture and History.

What you'll need

Have these documents and details ready:

  • A copy of your request for final National Park Service certification, NPS Form 10-168c, or your Phase Advisory Determination, NPS Form 10-168b.
  • The National Park Service number assigned to each project.
  • Your qualified rehabilitation expenditure amounts and the date your Part 2 application was submitted to the state historic preservation office.
  • Amounts of credit already claimed in prior years or transferred or sold to another taxpayer.
  • Your current-year West Virginia pre-credit income tax liability and other allowable credits claimed on your return.
  • The flow-through entity's identifying number, if the credit comes from an investment by a partnership, S corporation, estate, or trust.

The schedule also asks for your name, identification number, and address.

How to file

Attach Schedule RBIC to your West Virginia income tax return, along with a copy of your request for final NPS certification, NPS Form 10-168c, or Phase Advisory Determination, NPS Form 10-168b.

On the schedule, calculate the available credit after subtracting amounts already claimed or transferred. Enter your pre-credit tax liability and other allowable credits. Line 10 is the smaller of your total available RBIC credit on Line 5 or your remaining tax liability on Line 9b.

The supplied text does not give a mailing address or e-file instructions.

Common mistakes

  • Leaving out the NPS attachment. Include the final certification request or Phase Advisory Determination with Schedule RBIC and your state income tax return.
  • Claiming the state credit without qualifying for the federal credit. You must also qualify for the Federal Certified Historic Structures Credit.
  • Using newer credits before older carryforwards. Credits carried forward from prior periods must be used first.
  • Carrying back the 25% credit. Carryback is not available for the 25% credit earned on expenditures made after December 31, 2017.
