Who files this form

PA-8453 is Pennsylvania’s declaration for an electronically filed 2024 individual income tax return.

  • If a taxpayer does not use the federal self-select PIN, or files without a federal return, electronic return originators (EROs) and transmitters must retain a completed PA-8453 and supporting documents.
  • Taxpayers filing electronically from a home computer must keep a signed PA-8453 and supporting documents.
  • Both taxpayers must sign if filing jointly. A person responsible for the affairs of a minor, disabled person, or decedent who could not prepare their own return must sign for that person.

Do not send PA-8453 to the PA Department of Revenue unless requested.

When it's due

For tax year 2024, payment due must be submitted to the PA Department of Revenue by April 15, 2025.

If choosing electronic funds withdrawal, enter a debit date on or before April 15, 2025.

What you'll need

Have these records and details ready:

  • Your completed 2024 PA-40, including lines 11, 12, 13, 30, and 28 for Section I.
  • Taxpayer names, Social Security numbers, address, filing status, and daytime telephone number. Include the spouse’s information if applicable.
  • Copies of state W-2s, W-2Gs, and 1099s, which the form directs you to staple to it.
  • For direct deposit or electronic funds withdrawal, the routing number, account number, and account type.

To use direct deposit or electronic funds withdrawal, provide the ERO with proof of account ownership. This can be a check, form, report, or other financial institution statement with your name, routing number, and account number preprinted on it. For an account payable through another institution, also provide a document showing the routing number of the institution where the account is located.

How to file

  1. Complete the identifying information so it matches the electronic return exactly. Enter Section I amounts from PA-40 in whole dollars.
  2. Complete Section II if choosing direct deposit or electronic funds withdrawal.
  3. Mark one of the declaration boxes in Section III. Verify the return, then sign and date the completed PA-8453 before the return is transmitted. Both taxpayers must sign a joint return.
  4. The ERO must sign Section IV and provide you with a copy. A separate paid preparer must sign the preparer area. If the ERO is also the paid preparer, the ERO marks “Mark if also paid preparer” instead of completing that area.

Keep PA-8453 and its attachments. Do not mail them unless the department requests them. The tax return is transmitted electronically.

Mailing a payment: Payment may be mailed with Form PA-40 V. Make the check or money order payable to “PA Dept. of Revenue.” Write the last four digits of your Social Security number, “2024 PA-40 V,” and your daytime telephone number on the payment. Send it to:

Common mistakes

  • Using information that does not match the electronic return. The identifying information must match exactly, including the address.
  • Signing too early. Sign only after Section I is complete and the return has been verified.
  • Entering an invalid routing number. It must have nine digits and begin with 01 through 12 or 21 through 32, or the direct deposit or withdrawal request will be rejected.
  • Using a deposit slip to verify bank details. It may show internal routing numbers that are not part of the correct routing number.
  • Using an account with an ineligible additional owner. Another person’s name cannot be on the account unless that person is your spouse and your filing status is married filing jointly or married filing separately.
  • Assuming a bank will accept a joint refund into an individual account. Some financial institutions do not permit this.
  • Failing to pay in full and on time. You remain liable for the tax and applicable interest and penalties.
