319: Urban Transit Hub Tax Credit (2024)
New Jersey · NJ Division of Taxation · Used for tax years 2024
Form 319 calculates the Urban Transit Hub Tax Credit against New Jersey Corporation Business Tax for 2024. It reports the available credit, the amount allowed for the current tax period, and any unused credit carried forward, with separate calculations for combined return filers.
Who files this form
Any taxpayer claiming the Urban Transit Hub Tax Credit against New Jersey Corporation Business Tax must complete Form 319. Taxpayers that purchased the credit through the Economic Development Authority tax benefit transfer program may also use this form, subject to the applicable transfer rules and limits.
To qualify, the taxpayer must have both:
- Written approval from the New Jersey Economic Development Authority.
- A tax credit certificate issued by the New Jersey Division of Taxation.
For a combined return, the member that earned or purchased the credit must complete the form.
Taxpayers must include the appropriate credit form in the year the credit was earned, even if they are not claiming the credit on that year's return.
What you'll need
Have these documents and amounts available:
- Written approval from the New Jersey Economic Development Authority.
- The tax credit certificate issued by the New Jersey Division of Taxation.
- Your CBT-100, CBT-100S, or CBT-100U return, including the tax liability used to calculate the credit.
- Any Urban Transit Hub Tax Credit carried forward from the prior year.
- Details of other tax credits already applied to the current year's tax liability.
- If you are a tenant, total lease payments for occupancy in the qualified business facility during the tax year or privilege period.
- For combined-return members not sharing the credit, the group and member allocation factors from Schedule J, line 9.
You must include a completed Form 319 with your return. You must also mail copies of the completed form and tax credit certificate to the Division of Taxation.
How to file
- Complete Part I. If either qualification answer is “NO,” stop. You are not eligible for the credit.
- Complete Part II to calculate the available credit, including any prior-year carryforward.
- If filing CBT-100 or CBT-100S, complete Part III. If filing CBT-100U, skip Part III and complete Part IV, Section A.
- Combined-return filers must check the combined-return box. Members choosing not to share their credit must also fill in the non-sharing oval and complete Part IV, Section B.
- Enter the allowable credit on Schedule A-3, Part I of the applicable return. For CBT-100U, use the member's column.
- Include the completed Form 319 with your CBT-100, CBT-100S, or CBT-100U return.
Separately, mail a copy of the tax credit certificate and a copy of the completed Form 319 to:

Check the box in Part I to indicate that a copy of the certificate has been submitted to the Division of Taxation.
Common mistakes
- Continuing after answering “NO” in Part I. Both qualification answers must be “YES” to claim the credit.
- Not mailing the required copies. Failure to mail the tax credit certificate and completed Form 319 can delay or result in denial of the credit.
- Leaving out the credit form because no credit is being claimed. The appropriate credit form must be included in the year the credit was earned.
- Using the wrong calculation section. Combined-return filers must use Part IV, not Part III. A member not sharing the credit must complete both Sections A and B.
- Omitting other credits already used. List credits already applied to the relevant tax liability on line 8, 14, or 20 so the maximum allowable credit is calculated accurately.
- Overlooking the tenant limit. A tenant's credit cannot exceed lease payments for occupancy in the qualified business facility during that tax year or privilege period.
Questions people ask
Can I claim a credit I purchased?
Yes. Taxpayers that purchased the credit through the Economic Development Authority tax benefit transfer program may claim it using Form 319. The applicable credit transfer rules and limits still apply.
Can unused credit be carried forward?
Yes. An original recipient or tax credit purchaser may carry forward unused credit for 20 years from the tax period for which the certificate was issued, regardless of when the credit is first claimed.
Must a combined-return member share its credit?
No. Members may choose not to share. A member making that choice must fill in the non-sharing oval and complete Part IV, Sections A and B.
Is attaching Form 319 to my return enough?
No. You must also mail a copy of the completed Form 319 and a copy of the tax credit certificate to the Division of Taxation at the address listed in the filing section. Not mailing these documents can delay or result in denial of the credit.
