Who files this form
The 2025 Form 4573 is for claiming the Michigan Business Tax miscellaneous nonrefundable credits listed on the form. It also includes lines for credit recapture and unused credit carryforwards.
If you are not taking any credits in Part 1, the form directs you to skip to Part 2. Each credit section in Part 2 explains which line to use next if you are not claiming that credit.
What you'll need
Have your taxpayer name and Federal Employer Identification Number (FEIN) or TR Number ready.
Depending on the credits you claim, the form calls for:
- Form 4568: Enter the tax from line 19 and transfer credits back to the lines specified on Form 4573.
- MEDC certificates: Attach for the Start-Up Business Credit and Next Energy Business Activity Credit.
- Form 4595, Renaissance Zone Credit Schedule: Complete and include it if claiming the Renaissance Zone Credit.
- Form 4584: Use the specified lines for Historic Preservation, MEGA Federal Contract, Brownfield Redevelopment, and certain other credits and recapture amounts.
- MSHDA certificate: Attach for the Individual or Family Development Account Credit.
- Qualified Job Training Expenditure Certificate from the Michigan Film Office: Attach for the Film Job Training Credit.
- Investment Expenditure Certificate from the Michigan Film Office: Line 69 calls for the certificate amount, with the certificate attached, or an assigned Film Infrastructure Credit amount.
- Previous MBT returns: Use these for unused credits where the form requests them.
Other figures requested include qualified low-grade hematite used, amounts paid for new motor vehicle inventory, Michigan compensation, bottle deposit compliance expenses, and fund manager activity in Michigan and everywhere.
Common mistakes
- Filling in discontinued credit lines: Lines 1 through 6 say the credits are no longer available. Leave those lines blank and skip to line 7.
- Missing required attachments: Attach the certificates requested for your credits. If claiming the Renaissance Zone Credit, complete and include Form 4595.
- Skipping a credit without carrying the tax amount forward: Follow each section's “If not claiming” direction.
- Replacing every negative result with zero: Lines 9 and 17b specifically require a negative number when the result is below zero. Other lines direct you to enter zero, so follow each line's instruction.
- Not transferring credit amounts: Carry credits to the Form 4568 lines specified on Form 4573.
